현 정부 문화예술정책의 방향과 무용계에의 시사점

본고에서는 문화예술계의 요구사항, 공약, 공표된 국제과제를 통해 현 정부의 문화예술정책의 큰 그림을 살펴보고 무용계의 발전을 위한 시사점을 제시하고자 한다. 공정성회복, 문화협치, 예술인복지, 문화 분권, 여가시간의확보, 문화재원의 마련 등이 문화계가 요구하는 내용의 키워드로 나타났다. 국정과제를 통해 살펴 본 현 정부 문화예술정책 관련 공약은 ‘지역과 일상에서 문화를 누리는 생활문화시대’, ‘창작환경 개선과 복지강화로 예술인의 창작권 보장’, ‘지원 공공성을 위한 제도의 정비’ 등에 무게를 두고 있는 것으로 나타났다. 이러한 정부 문화예술정책 방향이 무용계에 주는 의미는 다음과 같다. 첫째, 협치의 장에서 적극적으로 토론에 참여하여 전략적으로 의사를 개진하는 것이 필요하다. 둘째, 생활문화와 참여 예술가에 대한 관점 변화를 이해하고 생애주기별 및 대상별 문화예술교육과 기초 단위의 문화마을 등 무용계 일자리와 복지 확보를 위해 적극적으로 참여할 필요가 있다. 셋째, 전문 무용단체를 활용한 전문무용교육과 교육현장의 선순환 체제를 구축하고 확대하려는 노력이 필요하다.

The purpose of this article is to suggest what dance society needs to do in the direction of the current government's culture and arts policy. Many of culture and arts region request the current government to 'recover fairness of public subsidies', 'establish governance in culture and arts administration', 'secure artists' welfare', 'foster cultural democracy', 'lengthen recreation time of citizen', and 'make the budget for culture and arts'. The current regime's culture and arts policies published aims ‘Age of life culture that people enjoy culture daily at their residence', 'guaranteeing the rights of artists through reinforcing creation environment and welfare', and 'improving public service equality of subsidy system'. In this atmosphere of culture and arts policies suggestions to develop dance society are as below. Firstly, dance society needs to participate in governance forum held by government and suggest strategically what dance society needs. Secondly, dance artists need to understand the shift of perspective in life culture and seek for jobs derived from culture and arts education by lifespan and participants. Lastly, dance society needs to establish the virtuous circle between dance education institutions and professional dance companies for broadening dance province.
