
장애무용 정책 방향과 과제

초록
본 연구는 장애무용의 과제를 해결하고 지속 가능한 발전 방안을 도출하는데 목적이 있다. 이를 위해 장애무용가, 장애예술기획자, 장애예술지원기관 담당자, 장애인 정책 및 문화예술정책 연구자 등 전문가 집단을 대상으로 인터뷰를 진행하였다. 그 결과, 장애무용은 단순한 예술활동을 넘어 장애인이 자신의 몸과 예술적 정체성을 자유롭게 표현하며, 모두가 함께하는 사회를 실현하는 중요한 실천임을 확인하였다. 또한, 장애무용이 장애인과 비장애인의 경계를 허물며 평등한 예술 환경을 구축하는 데 기여할 수 있음을 논의하였다. 이를 위해 첫째, 장애무용인의 창작활동을 촉진하는 지원 확대, 둘째, 장애무용인의 경제적 자립과 지속 가능한 활동 기반 마련, 셋째, 장애유형과 관계없이 누구나 문화예술을 향유할 수 있도록 접근성 강화, 넷째, 장애무용을 독립된 예술장르로 발전시키기 위한 정책적 기반 조성, 다섯째, 장애와 예술을 아우르는 전문인력 양성과 감수성 교육이 필요함을 제안하였다. 본 연구는 장애무용의 지속가능한 발전을 위한 정책적·실천적 방향을 제시함으로써, 장애와 비장애를 넘어 모두가 동등하게 예술을 창작하고 향유할 수 있는 환경조성에 기여할 수 있을 것으로 기대된다. 이를 통해 장애무용은 단순한 지원 대상이 아닌, 예술적 가치와 사회적 의미를 확장하는 중요한 분야로 자리매김할 것이며, 나아가 보다 포용적이고 지속 가능한 문화예술 생태계를 구축하는 데 기여할 것이다.
Abstract
This study was conducted to address the challenges of disability dance and propose sustainable development strategies. To achieve this, interviews were conducted with experts, including disability dancers, disability arts planners, officials from disability arts support organizations, and researchers in disability policy and cultural arts policy. The findings revealed that disability dance is not merely an artistic activity but a crucial practice that allows individuals with disabilities to freely express their bodies and artistic identities while fostering an inclusive society. Furthermore, disability dance contributes to breaking down barriers between disabled and non-disabled individuals, promoting an equitable artistic environment. To achieve this, the study suggests five key policy directions: (1) expanding support to facilitate disability dancers' creative activities, (2) establishing a sustainable foundation for the economic independence of disability dancers, (3) enhancing accessibility to ensure that individuals of all disability types can participate in cultural and artistic activities, (4) developing policy frameworks to establish disability dance as an independent artistic discipline, and (5) fostering professional personnel and implementing sensitivity education that integrates both disability and the arts. By presenting policy and practical directions for the sustainable development of disability dance, this study aims to contribute to the creation of an environment where both disabled and non-disabled individuals can equally engage in artistic creation and appreciation. Through this approach, disability dance will not be perceived merely as a subject of support but will instead be recognized as an essential field that expands artistic value and social significance. Ultimately, this will contribute to the establishment of a more inclusive and sustainable cultural and artistic ecosystem.
